Though his origins are unknown, he is mainly known for taking on assassination contracts for the government. Because of this, his appearance is most notably seen when there are potential threats or hostilities towards the government or its agenda. Most else of what is known of him is through rumor. His identity remains a secret, even within the circles of government for which he works for. The superstitious believe that he is not a single individual, but rather, a group of government agents which takes up the title in an attempt to fear the masses into submission. It is said that he can be swayed by coin and logic, if you can avoid his contract’s completion long enough.
